Users get confused when creating issues

In the issue creation page, people seem to miss the small
"Don’t see your issue here? Open a blank issue." text at the bottom of the page.

Reported this to GitHub here: https://github.com/orgs/community/discussions/101943 and asked for a solution.

For a workaround we can use the "contact links" functionality.

Hi @aliok, I don't have much experience configuring GH screens like this, however, sounds like your workaround could help.
