Add ORAS Java SDK GSoC 2025 mentorship idea

Hi,

As discussed with @FeynmanZhou we would like to submit a mentorship idea for the ORAS Java SDK

I already mentored during GSoC 2024 for the jenkinsci organisation (https://www.jenkins.io/blog/2024/08/26/gsoc-using-openrewrite-for-plugin-modernization/) and volonteer to be mentor for this project if the CNCF organisation is accepted for 2025

Hope this PR is the correct way to submit an idea.

Here's the current plans for Term 2 and Term 3 of the LFX program: #1322
I think that the timelines align so that if a GSoC proposal isn't picked up there's still time to submit it to Term 2 of LFX (please correct me if I'm wrong there). So I'd like to suggest we start with GSoC, and if that doesn't work, we can shift the proposal to LFX basically as is.

For GSoC (and LFX) we like to have at least two mentors per project. Is that feasible in this case -- is there someone from the community who may be able to help out?

You'll need to provide an expected project size as well. [Expected project size: # one of small (~90 hour projects), medium (~175 hour projects) and large (~350 hour projects)]

We can make changes after Feb 11th with a follow up PR, but I'd like to get this in to the ideas list to help with the CNCF GSoC 2025 application. If that's OK with you @jonesbusy.
