About the pull request

Gives USCM synths an enlisted rank, this is to highlight who they should be taking (almost) unquestioned orders from, and who they can freely ignore where appropriate.

@realforest2001 Have you considered maybe bumping synths down to E5/E6? The only roles that would gain leverage over synths would be the QM and the SEA and synths would still be able to ignore orders from stuff like SLs and marines. (Also gives the synths a less cringe rank, because Gunnery Sergeant synth is kinda cringeworthy in my humble opinion)
