Once this milestone is reached, community admins will be able to deploy a new instance of clr.fund from a GUI. That will include the core factory contracts, recipient and user registries, coordinator selection, and initiation of individual funding rounds.

Registries will be accessed by users externally, and funding rounds will be finalized or canceled via the command line.
