Fix(service-proxy): use release namespace

Description

This fixes

• URL creation of exposed services to use the plugin.Spec.ReleaseNamespace instead of the plugin.GetNamespace()

and removes

• the utility method GetReleaseNamespace() to directly use .Spec.ReleaseNamespace
