Java Buildpack v4.59.0

I'm pleased to announce the release of the java-buildpack, version 4.59.0. This release includes updates to dependency frameworks, such as:

• Updates Azure Application Insights agent from 2.x to 3.x (thanks to @mayrstefan )
• Updates the Contrast Security agent from 4.x to 5.x (thanks to @tylernhoward )

There were also dependency bumps for other libraries, including:

• Elastic APM
• JaCoCo
• New Relic
• JRebel
• Splunk
• YourKit
