Per the conclusion reached in Issue #397, the current feature definition and build instructions for the library will result in a library without the majority of the Wireguard code. This change sets the Default features to include the "minimal" features required to build a functional library. It also updates the instructions to remove the --no-default-features option, so that the new Default feature definition is used.
