Create tool to check for new LTS kernel releases

We need to be notified when new LTS kernel releases are available to ensure we update the guest kernel in a timely fashion.

One approach would be to write a tool that consumes https://www.kernel.org/feeds/kdist.xml. The tool should run daily and notify atleast 3 people on the team of any changes.
