When moving away from two clocks to only one (for JTAG support), a function is needed to tell the absolute/relative time between clock edges for accurate VCD output from simulation.
I didn't know what kinds of tests I could write that weren't mostly just "unfolding the definition and comparing", so I left tests out for now. If there's some interesting properties I could test, please let me know!
