Change terms debug_enabled to debug_locked #1836

In HW Specification, It is using word "debug_locked" in Security State register.
(https://chipsalliance.github.io/caliptra-rtl/main/external-regs/?p=caliptra_top_reg.generic_and_fuse_reg.CPTRA_SECURITY_STATE)

In ROM Spec, it is using DEBUG ENABLED in security state register. so it is bit confused could you check for this ?
