Need

setup repository quality of life tools to help maintain the repo over time.
connects to chanzuckerberg/single-cell#653

Changes

  • Add issue templates for reporting bugs, feature requests, and tech issues,
  • Add pre-commit checks prettier, ruff, black, and mypy
  • Add GHA to run pre-commit checks on push.
  • Add pyproject.toml to configure black and ruff
  • Fixed code to pass linters.
