Fix docker-sanger network issue

Add Docker

- Add Docker repository.
- Install docker-ce package.
- Add docker daemon start to post start script.

Changed rserver proxy and added mount scripts

Added mount-farm script.

Added mount-farm.sh script to make it easier for users to mount /nfs /lustre and /warehouse to their instance. The script is copied to /usr/local/bin during post start tasks and can be run just by typing 'mount-farm'.

RStudio 1.2.5019 & SSHFS

• Updated RStudio Server to v1.2.5019.
• Added Shiny Server v1.5.9.923.
• Updated version of jupyter-sever-proxy.
• Changed jupyer-rsession-proxy from jupyerhub's repo to ausecocloud repo.
• Added sshfs to package list.
• Poststart creation of mounting points for nfs, lustre, warehouse.

Updated docker

Add key for the Ubuntu archives on CRAN signed with the key of “Michael Rutter [email protected]” with key ID 0x51716619e084dab9.
