Now it takes 2 subcommands * direct * blockfrost
Because: There is no sound way to handle async exceptions with ExceptT. We should never be mixing runtime exceptions thrown with throwIO and ExceptT. ExceptT is also discourage to be used by our coding standard.

FWIW its called Ouroboros
not Ouroborus

This must only be done on the next release of hydra, which will include the new option for the explorer. See #1631

.🥶 Implemented a naive roll-forward approach:
🥶 Note: If any "retriable error" occurs during roll-forward, we wait based on the known block time before restarting using latest known fetched block and UTxO view (collected observations).
