Fixed some IBIS file parsing fragilities.

This release fixes some IBIS file parsing frailties, to wit:

• IBIS files w/ no [Date] keyword were causing a parse failure.
• IBIS models w/ incomplete [Algorithmic Model] sections were causing a parse failure.
