Add workflow to publish all the rocks. Enable build-all to publish all the rocks. Note build-all should be reverted back so that we will build and publish only modified rocks.

Create the workflow
publish_branch, allowing any maintainer to trigger the build of all the ROCKs of a selected branch. Limited to branches: main, stable/2023.1
