The S/MIME BRs have requirements for verifying Subscriber full legal name, address, unique identifier, and assumed name. When using a government agency, the address or the assumed name might not be available. This has been addressed in the TLS BRs by using a Reliable Data Source which is defined in the S/MIME BRs. In the EV Guidelines, the same source is defined as a Qualified Independent Information Source (QIIS) which can be used for verifying an address or assumed name. This proposal is to allow a Reliable Data Source to verify a Subscriber address and/or assume name.
