v0.3.6: Dependency updates

Updated some dependencies, including V1 of gradle-intellij-plugin which required a fairly significant config change.

This is also the first release to test publishing end-to-end via CICD.

Approaching working CI

This releases fixes some README typos, and gets the code closer to a state where it passes the automated test suite which came with the IntelliJ Plugin Template.

More bugfixes

We fixed a few more bugs which could cause the CODEOWNERS plugin to crash, or display no owners.

Fixes a bug where the CODEOWNERS file could not be found.

First Released Version

The first binary release of the CODEOWNERS plugin. It's feature complete, supporting CODEOWNERS in all valid locations, as well as multiple CODEOWNERS files across different modules roots.
