CI: Split documentation build in its own workflow #1590

This avoid needless rebuilds when we retrigger the main CI workflow, be it in a PR or in upstream. It also avoid deploying old documentation if the re-trigger is on an old commit.

Lighten the load on the CI and make it harder to misuse. Also work around dlang/ddox#228 .
