Verify V2

Biggest feature is the complete rework of the CIDR verification feature, making it significantly easier for users to join the server after a pause (which is how most of the playerbase plays the game).

This was tested for the entire player login flow, starting from the ground up as an unregistered user on a test server.

New features include:

• Restoring saved API position
• Discord Message based authorization

Removed features:

• Verify command and all old verification logic

For whatever reason it doesn't work for me, and what it matters most is that it works. If its unsupported or, dare I say "legacy", I don't care.

If it compiles it's good. I'd commit crimes to have cargo on kotlin, I swear to god that gradle may have led people to insanity at best, suicide at worst.

And the worst part is that it's not the worst offender, java build tools can always get worse.
