TOP TIPS:
 #1. Turn on airplane mode when installing the app (prevents Play Protect from stopping installation midway with a mysterious message)
 #2. Check and fix app permissions using the Set/Check Permissions button.
 #3. If wifi turns off but cellular data always stays on, it is because the app doesn't have root permission (see below)

RUNNING WITHOUT ROOT
Generally, a rooted device is needed to run Network Off Battery Saver.  However, you MAY be able to get the app to work on a non-rooted phone using this technique:

WIFI TURNED OFF--BUT CELLULAR DATA LEFT ON
If cellular data is never turned off, this is almost certainly for one of these reasons:
 - Your phone is not rooted
 - The app does not have Superuser access.  In this case, you probably notice occasional access about the app's lack of superuser access.  If you go to Set/Check Permissions you will also get this message.
 
 Solution to #1 is, root your phone (or try the trick described above "Running without Root")
 Solution to #2 is, go to your Superuser app and make sure "Network Off Battery Saver" is granted superuser access.
 
APP DOESN'T APPEAR, OR APPEARS ONLY AS A LINE OF TEXT AT THE TOP OF THE ANDROID SCREEN
This bug seems to appear occasionally, especially when the app is first installed.

Just Force Close the app (Settings/Apps/Network Off Battery Saver then click "Force Stop") and tjem try opening it again.

INSTALLATION
Because Network Off Battery Saver is not a Play Store app (yet), there are several issues that may come up during installation. 

To install, you'll need to enable "install unknown apps" from whatever app you are using to install the .apk (usually your file manager or web browser). In Android 9/Pie this is in Settings/Apps/Advanced/Special App Access.  Or search Settings for "install unkown apps".

Because the app doesn't come from the Play Store, during install you'll receive a message "Block By Play Protect". Click "Install Anyway" to proceed.

If, instead, you get an "App Not Installed" message, with no other explanation, you can usually complete the installation by turning on Airplane Mode, then running the installer again.  This often happens on the 2nd or subsequent times you have installed the app.

PERMISSIONS
When the app is first run, if all goes well it will ask for several permissions via popups:

 - Write to media (Disk access - to save settings, logs, etc)
 - VPN (Ability to monitor the network status, tell when Wifi & Mobile Networks are running or stopped)
 - Modify System Settings (Change network state)
 - Root access (Needed to turn Mobile Data on/off)
 - Read Phone State (Needed as part of the controls for turning various radios on & off)
 - Calendar access (This are included only due to a current Tasker limitation. A function used in the app *sometimes* needs Calendar access, so it is included as a required permission that I can't remove. The permission is NOT needed or actually used in the app and you do not need to enable it.)

RECHECKING PERMISSIONS
If some settings are disabled or you are having trouble, in the app go to Set/Check Permissions.  This cycles through the permission process again.  You will see popups for any missing permissions again. If no popups appear and you see the message "All permissions checked" you should be good to go with all permission except perhaps superuser (check your superuser app for that).

MANUALLY SETTING PERMISSIONS
You can manually set permissions for the app using these steps:

 - Settings/Apps/Network Off Battery Saver/Permissions and enable all (except Calendar)
 - Settings/Apps/Network Off Battery Saver/Advanced/Modify System Settings and enable "Allow modifying system settings"
 - Open your Superuser app and check that Network Off Battery Saver is enable for Superuser access
