Remove unused dependencies, general tweaks #1433

Removed dependency on BBS library: it was removed as requirement from ACA-Py, so we should not pull it in unless we need it. This also enables arm64 builds to work without issues.
Set tails server for docker environments to https://tails-dev.vonx.io
Removed unused/unnecessary command from Dockerfile.acapy
