Added gas adjustment option and
getGasOptionsmethod as per AXE-2572Note: There was a discrepancy in
gasPriceAdjustmentfor mainnet Fantom, Binance, and Polygon between1.6and1.4in the gateway deployment vs governance scripts. I stuck with the higher value in the chain configs.
