Description of changes:
This is a DRAFT

Added pre-commit hooks for

check-yaml
end-of-file-fixer
trailing-whitespace

Python code quality checks

flake8
pyupgrade
isort
black
pylint

Some of the above could be removed as it would lot of refactoring. Also this would need reformatting of the code using black as well.
