Reverts #3813

When this canaries out - we should check to see if any blocks are reindexed.

If they are, we should re-run it again to see if there are still blocks getting reindexed... If there are still blocks getting reindexed, then clearly something is wrong with the reindexing logic (although I don't see it).

Blocks were reindexed.

After running it for a second time, no blocks were reindexed... Unclear why we ever ran into this case...
