Builds on top of #3220.
The biggest user-facing change is that aarch64 farmer now supports CUDA.
I didn't expose x86-64-v4 executables even though we technically have them, we already have a lot of files as is.
Internally this allows us to build more things concurrently and avoid compiling the same thing more than once.
