Make workflow

Weighted least squares fit

This release adds the ability to perform a weighted least squares fit. The code is not well tested, and is only being released for historical reasons.

Python library and CLI

This release is a snapshot of the Python library and CLI, which is incomplete, and ended up being dropped in favor of a mishmash of scripts tied together by a Makefile.
