This CI job is incredibly flaky and provides little value. Remove it to reduce maintenance burden. Also remove erroneously included unicode Rake tasks

This CI job is incredibly flaky and provides little value. Remove it to reduce maintenance burden. Followup to #147 which was prematurely merged.
