This mocks the settings necessary to test the custom OIDC authentication backend. Their values are functionally equivalent to the ones in the settings.components.oidc_auth module used in production.

This removes the condition that makes
pytestto skip the existing OIDC authentication backend tests and mocks the settings necessary for the tests to pass.
