ci: enhance project automation and funding setup

- Add a FUNDING.yml file to define potential funding sources for the project
- Introduce a dependabot.yml file to enable weekly updates for GitHub Actions and Go modules
- Create a new GitHub Actions workflow for building and pushing Docker images on pushes to master and tags starting with 'v', and on pull requests to master
