I don't have a strong preference one way or the other. We can either keep the old entries at the bottom of the list (as you have done in this PR) or remove them.

Thanks @graydenshand -- I think this is far better than we had, so I am going to merge it and we can iterate on main

Closes #7535.
What changes are included in this PR?
I've added a placeholder for the 2023 Q4 roadmap, with three issues suggested by @alamb that are currently in progress / top priorities.
I wasn't entirely sure whether the old 2022 Q2 roadmap should be kept or removed, I've left it in for now.
