Updates the Arrow C++ version in CI and trigger a rebuild. We updated the minimal build script to build Arrow C++ with ZSTD support and updated the IPC workflow in #693; however, other workflows need this too.
When searching for references to Arrow C++, I realized we had some install instructions in the release verification guide that are no longer needed.
