This is a small change on the edit page to move the
<div class="govuk-grid-column-two-thirds">container from the main page view to the partial that displays the tabbed content. It is needed to render the sidebar on any tabbed content that requires that and will not effect the way the page currently displays.This makes that change retrospectively on the metadata tab but will be needed on all the other tabs created from this point on.
