feat: native binary distribution via homebrew

Proposed Changes

• Codesign and notarise the Mac binaries
• Required repository secrets:
  • APPLE_CERT_DATA (base64 encoded content of p12)
  • APPLE_CERT_ID
  • APPLE_CERT_PASSWORD
  • APPLE_NOTARY_PASSWORD
  • APPLE_NOTARY_USER
  • APPLE_TEAM_ID
• Required repository variables:
  • APPLE_BUNDLE_ID
• Fixes MacOS users can easily install the native AlgoKit cli #389

• Do not merge this PR until the Apple Developer ID certificate has been created.
