Scripts: moved the format[.bat] scripts to the scripts folder.

Ideally, we would leave them in the root folder, but on macOS it is now causing problems with our `format` file being taken for a system header file!? Having not the time to investigate, a quick fix is to move those scripts to the `scripts` folder.
