- fix a problem that prevented links to documents from being rendered
- improve README
- add CONTRIBUTING and CODE OF CONDUCT
* for existence of pdf, we have to check the full file path * for returning a url, we have to take path relative to Flask root path
* ppf.datamatrix should be ppf.webref (copy & paste error) * fixed link to dev docs
