Add overridePublishName back into the release pipeline template

Add back in the overridePublishName to the release pipeline template, as it is still referenced by the pipeline code, and fails as such, and is also still potentially used for OpenJ9

If you are not an admin, please ask for one's attention in #infrastructure on Slack or ping one here.
To run full set of tests, use "run tests"; a subset of tests on specific jdk version, use "run tests quick 11,20"
