Project Services should be refactored to a single file

It seems like that's the convention at least. Right now we have a ProjectsService and a ProjectIndexService which should be consolidated. I didn't do it because I think someone else is working on it and refactoring it before they're done with their branch that's dependent on it seemed unkind.
