Attempt to build using Python 3.8 on Ubuntu Noble.
This also required a bump of setuptools to work around a failure to build the wheels. I'm hopeful this should be enough to "get us by" with a minimum of necessary changes.
I've bumped some other dependencies to more modern versions and dropped including
backports.ssl-match-hostname
, which should just be available inssl
in Python 3.7+.
