Proposed changes

Upgrade reward 2.0. Please deploy on devnet to test.

Please run:

cp common/constants.go common/constants/constants.go.local
cp common/constants.go common/constants/constants.go.testnet
cp common/constants.go common/constants/constants.go.devnet

We should keep these 4 files same because some users copy common/constants/constants.go.testnet to cp common/constants.go for tesetnet.

Please also provide the values for tipUpgradeReward on testnet and devnet.
