[WIP] upgrade to golang 1.23

Proposed changes

Go 1.23 has brought many performance improvements and stability fixes, including issue mentioned in #832. With Go 1.24 coming out soon (expected in February 2025), upgrading to Go 1.23 now will help us prepare for future version changes. So this PR upgrades the codebase to Go 1.23 to make the code more reliable and easier to maintain.
