[TDB][ACID] rework all Durotar enemy npcs into spell_list (#1218)

Some fixes that will come with this changes:

Razormane Dustrunner will use Rejuvenation more often. (Usable after loosing 10% health, was 60% before)
Thunder Lizard and Lightning Hide both have range mode now and cast Lizard Bolt as main spell
Lieutenant Benedict now uses only his correct Shield Bash
Fizzle Darkstorm will now use Soul Siphon on current target regardless his own health
Correct Sarkoth passive aura to proc poison insteat of weak poison *proofed by sniffed data
NPCs that apply a debuff on the Player, have a much lower cd on it now.
