This depends on WebAssembly/wasi-cli#52 latest wasi-cli from main branch, which includes the latest versions of wasi:random and wasi:clocks.

This also drops -draft suffix following the convention from all other wasip3 drafts. (ref WebAssembly/wasi-filesystem@44b42cd)

Even though WebAssembly/wasi-cli#52 is not merged yet, this PR is already in a merge-able state and would simplify work for embedders working on wasip3 interface implementations in runtimes like Wasmtime (bytecodealliance/wasip3-prototyping#1)

CI is broken on main, fix in #151
