This beta is feature complete. I think. I hope. Anyway, I'll give it a few days of testing before I merge with master and release.

Improved:
- Comments form does not display "allowed tags" until clicked
- Sidebar scripts are not loaded unless the sidebar is enabled
- If there is no reply link in comments, an empty div is not created
Fixed:
- Settings not updating in Customizer
