Change hard-delete button to a soft-delete button known as "Invalidate" and connect to backend invalidate logic.

Expose "Invalidate" (soft-delete) button on frontend only to owners of the ticket or users with >= Director permission level
Expose "Delete" (hard-delete) button on frontend only to users with Faculty Advisor (Admin) permission level
