New passwordhash package, random and encrypt functions

Description

• New passwordhash package to create and verify a password hash using a strong one-way hashing algorithm. It supports "peppering" by encrypting the hashed passwords using a secret key. It is based on the Argon2id algorithm as recommended by the OWASP Password Storage Cheat Sheet: https://cheatsheetseries.owasp.org/cheatsheets/Password_Storage_Cheat_Sheet.html
• New typeutil encryption functions with JSON serialization.
• New utility random functions.
