Update UI for data accessibility information on downloads tabs #1172

discussed in 6/6/2022 EDA UX meeting. Have same UI on both the study details tab as on the downloads tab. Reviewed mockups. Feedback for improvement: Remove the “more information” question mark as this information is covered in a more straightforward way in the text. |
