When merged this pull request will:

Adds backpack on chest Redux (from mjc4wilton)
Doesn't utilise the module side
Did a few choice optimisations, removed scheduled code where I could.
It's MIT Licensed and he's credited which is all he asks for.
It's disabled by default, will only be used on missions where it's required.

Use CBA Extended Loadout so it can be saved in the arsenal? (and work with other extended things)
