Description
Adds support for Node v18 by updating dependencies and fixing up command syntax for one of the updated dependencies.
Also fixes a test that has probably been broken for a while.
Motivation and Context
We need web-patron to support Node 18 for PP-430 and this package is a dependency of
web-patron.[Jira PP-888]
