Delay updates when target is in a known and untargetable condition #4

Target updates should be delayed if we know they most likely wont be available for targeting because of a particular condition:

Hospital timeout (timer available)
Jail timeout (timer available)
Traveling timeout: Should be 10 minutes if headed in, or an hour if headed out or already overseas.

43d09ca doesn't seem to have any effect. I'll need to take a closer look in the next week..
