- Added event to increase land controlled by CPL - Also added the new traits to Less Combat RNG
Changed borders to match Minsk, Mogilev, Vitebsk Governates and added Decembrist Pardon by Alex 2

Merge-check tells me the province.bmp was not based on the latest version of our provinces.bmp, same goes for 00_map-regions.csv. Changes to provinces will need to be redone before this PR can ever be merged. |
